The Defense Military Pay Office is responsible for processing all incoming soldiers assigned to Fort Hood. Upon signing into Fort Hood at Building 18010, all newly arrived soldiers will be assigned a time to attend a mandatory finance in-processing brief. LTC and above, CW5, and CSM/SGM will make an appointment for a one-on-one briefing by calling (254) 287-6406. During the initial finance in- processing brief, claims for travel allowances, dependent travel allowances and dislocation allowances (DLA) will be prepared. All PCS settlement payments will be made via Electronic Funds Transfer (EFT).

With over 17,000 soldiers, the 1st Cavalry Division is the premier heavy-armored division in today's United States Army. It is organized with seven brigade-sized elements that include three maneuver brigades, a combat aviation brigade, engineer brigade, division artillery and division support command. This is the Army Reserve Unit that directly supports Fort Hood. The GSU's mission is to assist Fort Hood with mobilization requirements using a wide variety of support specialties, ranging from computer specialists to train engineers to military police. The GSU reserve soldiers aid in support missions throughout the year frequently involving the movement of equipment to and from Fort Hood.

These programs are designed to strengthen the overall fitness and effectiveness of the Fort Hood Military Community (FHMC) and to enhance the combat readiness of its military personnel and assigned units. The main purpose of the program is to deter substance abuse affecting military readiness. The prevention education service functions to provide current substance abuse prevention information to all members of the FHMC. The civilian employee counseling service concentrates on assisting employees with job related or personal problems affecting duty performance by providing short term counseling & referral services. The urinalysis testing program functions as a command tool designed to deter illegal drug use.

The English as a Second Language Program, also known as the DSLA Program, is a 14-course program divided into beginning, intermediate, and advanced level courses which students take over three academic terms. Students with no TOEFL scores or scores under 520 initially pretest in listening, grammar, writing, and vocabulary for appropriate placement into required DSLA courses. This individualized course placement ensures that students do not waste time taking courses they do not need. The ESL program includes courses in grammar, writing, reading, listening, speaking, TOEFL preparation, and accent reduction.

The Fort Hood Advocacy and Prevention Branch integrates a number of Army programs to prevent child and spouse abuse and enhance quality of life for military families. In addition to the spouse and child abuse prevention training presented to Soldiers, the Family Advocacy Program provides "Common Sense Parenting" for families with children 4 - 12 years, "Active Parenting" for parents and teenagers, Relationship Enrichment Program workshops and retreats for married couples, stress/anger management workshops, child safety training, the McGruff Safe House Program, the Expect Respect/Dating Violence Prevention Program, the Child Passenger Safety Seat Inspection and Education Program, and support groups for single soldier parents and spouses and children of deployed Soldiers. Classes are regularly scheduled and can also be scheduled by request for units or FRGs. The Family Advocacy Victim Advocacy Program (FAVAP) provides confidential, supportive services for victims of domestic violence. The New Parent Support Program (NPSP) provides parenting education and support for families with children 3 years and younger through home visits with licensed masters-level social workers and registered nurses. The Advocacy and Prevention Branch also serves as the reporting point of contact for incidents of child or spouse abuse/neglect through the 287-CARE hotline.

The Advocacy & Prevention Branch NPSP+ (New Parent Support Program Plus) is a part of a comprehensive approach by the Department of Defense aimed at preventing family violence. Primary prevention services to families include home visits by a professional home visitor to expecting parents during the last trimester, within 2-weeks postpartum, and within the first 6-weeks postpartum. During visits, the home visitor provides support, education, and individual assessment. Visits emphasize helping families anticipate and cope with changing roles and responsibilities. The office is open Mon-Fri 0730-1630.

The Family Advocacy Program provides coordination and oversight of the Fort Hood Sexual Assault Prevention and Response Program (SAPRP) which educates commanders and Soldiers on the prevention of sexual assault, as well as resources and assistance in the event of an incident of sexual assault. Victims of sexual assault also receive supportive services through the Sexual Assault Response Coordinator (SARC) and the Family Advocacy Victim Advocacy Program (FAVAP). The Fort Hood SAPRP is comprised of military and civilian staff: SARC, SAPRP Trainers, Installation Victim Advocates, Sexual Assault Care Coordinator, Sexual Assault Medical Provider, Deployable SARCs, and Unit Victim Advocates assigned to various commands designated to provide services and programs in garrison and theater that will increase Soldier, family member, and community awareness; create a climate that encourages victims to report incidents of sexual assault without fear; ensure that victims and subjects are treated IAW Army policy; ensure the provision of a sensitive and comprehensive treatment environment that promotes restoration of a victim's health and well-being, and ensure leaders understand their roles and responsibilities regarding response to sexual assault incidents. A 24 hour emergency response system (hotline, 702-4953) is provided to support victims of sexual assault: receive incident reports, provide crisis intervention, and provide information and referral services.
